Apple Watch Pair

Hello - i was given an Apple Watch but is unable to pair with my apple ID. I am reading that it may be because it was never removed from the old account. Is there a way to pair this without the old phone/Apple ID login?

The person that gave you this watch from needs to follow all the steps in this link;

Prepare the watch so the buyer can use it.

If they can't or won't recycle the watch and put it down to experience.
