What is the problem? I don't know what you mean by "open" a phone. Tell us what error messages you see.

If you asked Apple to remove Activation Lock then you know more about the procedure than I do. I can only read what is in that first link. I don't know if they provide you with a follow-up method for checking the status because I have never used that service.
