When I delete text messages from my iPhone they do not delete from my iPad.

Assuming that you are signed-in to iCloud with the same AppleID on both iPad and iPhone - ensure that you have enabled Messages in iCloud. It is iCloud that provides synchronisation services between your devices.
On iPad and iPhone:
Settings > [Your Name / AppleID] > iCloud > Messages - set to ON
