How do I turn off the Silence calls feature off?

That depends on which feature you mean. There is a mute switch on the side of the phone that silences calls. There is Do Not Disturb which you can find in Settings>Do Not Disturb. And, there is Settings>Phone>Silence Unknown Callers.
