I don’t have a SIM card but I am connected to the internet but I still can’t download apps it keeps saying that it hasn’t been used in iTunes Store but when I go to do it it keeps doing it why can’t I download app?

Log into your account in the App Store/iTunes and you should be able to change/verify it there.
Apple ID has not yet been used with the iTunes store. Please review your account information
