I have 3 beeps I can't start up.. Shift Control Option and Power button didn’t fix

Hi,

3 beeps means your MacBook Air has memory problem which is soldered on logic board.

So you need to replace logic board.

Try to check your MacBook Air with Apple Diagnostics if it reports memory related error(PPM002 to PPM015).
