Why is my phone not letting me delete apps, call people, see callers, access control centre and why is there always an alarm on?

My Iphone is not letting me delete apps and they keep rediwnloading by themselves. I have gone into to setting and deleted the app from there but it still on my home screen and app library. It doesnt. have black and. white lines on it either its there normally. When I want to acess something from control centre it doesn't let me. Also I can answer calls or make any calls. When someone calls me. the phone just vibrates and I can't see who is calling me when the vibration stops I go onto call history and see who has called me. Lastly whenever I try and open my phone I always have to press dismiss then go on, it's like an alarm but I checked and have no alarms on.
