how Long should I take for an iPad to charge? And should it charge whilst in use?
ours seems to take an age to charge and when we charge it whilst we are using it, it will often run out altogether. Is this normal?

Yes, you should be able to charge your iPad whilst you are using the device - although charging will be slower. If using high screen brightness or CPU/GPU intensive tasks, this will impact the achievable charging rate.
The time required to achieve full charge principally depends on two factors - these being
a) the current state of charge
b) the power rating of your Power Adapter
You make no mention of your iPad model. This also has some bearing upon charging, as different models of iPad have differing charging needs. For all models of iPad, the power adapter must be rated 12W or greater; power adapters designed for iPhone are typically only rated at 5W, this being insufficient to charge an iPad or maintain the current state of charge.
Many models of iPad usefully support USB PD (Power Delivery) Fast Charging - and can utilise a 20W (or greater) Power Adapter.
When used with the correct Power Adapter, a full recharge from a near zero battery, is typically 5-6 hours. If supported by your iPad, Fast Charge to ~80% battery will be much quicker.
