I cannot add a payment method to my Apple ID account

I have an issue with my Apple ID account. It says my account has been disabled and whenever I tried to add a payment method ( I have tried to a Chase Visa card and even Paypal) the App Store refuses to add it

iPhone 12 Pro Max, iOS 14
