I have been hack on multiple devises, it began when I went over to an android , as well I think it began via fascebook. Recently on my new mimi 12 iOS was recommended to manage my Edd( unemployment through an app called Protonmail. Has anyone heard of it, and how do I get out of it??

Unless you have jailbroken your iPhone, it is highly unlikely (chance close to 0) that the device itself has been compromised. What makes you think that it has been?

I don't know what "a gentleman who had health" means. Just because someone is healthy doesn't mean they know anything about iPhones.
Proton is an email app. You should be able to use any email app, including the Apple-provided ones to get your email. If you're having trouble accessing your unemployment benefits system, you need to contact the helpline for that service. It will probably involve waiting on hold for way too long but they would be the only ones who can resolve issues with their system. If they have an office you can go to in person, that might be better.
