You can't.
You need to get it repaired.
Use Get Support link at the top right of this page for options.
ckuan is correct. If your phone is broken, you need to get it fixed.

Per the linked doc, iPhone 7 doesn’t need the home button to reset. It’s weird that way. But yes, the button does need to be repaired.
