Activation Lock is a very common topic here. Very. Common.
Activation Lock is intended as a theft deterrent. It’s intentionally not easy to bypass.
Without that Apple ID and password holding the lock, or without the purchase receipt pr legal paperwork, this case and the many other similar questions about sketchy purchases of an iPhone or iPad, or a forgotten or lost Apple ID, or any of the other threads, are indistinguishable from a lost or stolen iPhone.
If you bought this, return it if the seller is still around. Many sellers will disappear.
If this was your Apple ID, you need to regain access, or recover access.
We can provide pointers to recovery mechanisms, and to Apple. But we cannot clear this lock for you.

If you cannot unlock through iCloud.com, you may be out of luck if you cannot verify that you are the owner with the serial number or IMEI. You may be able to get your IMEI from your phone carrier by logging into your account.

You cannot unlock using serial number.
If you initiate a support request to have Apple unlock you need your serial number, IMEI, etc. to prove ownership.

Yes u can. U can make a request to Apple that proves that ur the owner and they’ll remove the lock
