We are happy to help with the issue you are having with being unable to process a purchase in the iTunes Store. You will want to restart your iPhone and try again.
You will want to verify you have an established network connection. You might want to try to load a page in Safari. Learn what to do If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network here. You might also want to try and connect to a different WiFi and see if that works.
Plus, we see from your screenshot, that Low Power Mode is turned on. Go ahead and turn that off, then try again. Low Power Mode can prevent downloads and other activity, as shown here: Use Low Power Mode to save battery life on your iPhone
