Updating 32-bit excel for 64-bit Mac

How do you complete it when you've updated and it says open but it doesn't open and no one at Microsoft will talk on the phone?

You'll have to upgrade your MS Office to either MS Office 2016 (with latest updates), Office Home & Student 2019 (single purchase price) or Microsoft 365 Personal (subscription). You can get comparisons of them here.

Or, there are two free, open-source apps, LibreOffice and SoftMaker FreeOffice 2018 , that can open, edit and save MS Office files in MS Office format or their own format.
