Remove or change billing address on Apple ID

Billing Address is Required:

This is occurring because you are required to have billing address associated to your Apple Account. It's something you would have agreed to, upon setting up your Apple Account.

There are no iCloud accounts, there are only Apple IDs.

Apple IDs have associated iCloud storage.

And (usually) associated payment info.
