Why am I being required by iOS 14 to have wifi or cellular access to play songs that I have synced from my iMac? I never stream any content and I don't use the cloud for my music. Why would I get an error like this?

Sync doesn’t mean download. You need to enable WiFi and tap on the download arrow to store the tracks on your phone. Once done, you can disable WiFi. This is the way it works.
Purchased doesn’t mean downloaded. Tap on the down arrow key to download it when you have WiFi, and it’ll play everywhere.
As I said in my original post, I NEVER use wifi at all with this phone. I connect it to my iMac using a USB cable and always sync music that way.
I'm still looking for an answer as to why this is happening.
This is not the way it has ever worked on any of the iPhones I have owned. Syncing via the Music app on my iMac has always been the way I get songs onto my phone.
