Access permissions issue

Keep getting the following error:

The operation can’t be completed because you don’t have the necessary permission.

I have gone into permissions to allow myself access but it still comes up with the above. It is also preventing me from accessing some files using other, third party software, when I try to rename files etc.

Can anyone explain how this is happening? Am I doing something wrong?

Thanks

Are you attempting to do that on the system volume? It's mounted read only and as a sealed snapshot, so you can't edit it in any way whatsoever.

If you are attempting to change permissions in your home folder, are you trying from the Terminal? If so, you need to give Terminal Full Disk Access in Security & Privacy system preferences, Privacy tab.
