Mild Electric shock while the lightning cable is plugged in

Why do I feel a slight tingling sensation through the lightning cable and on my iPhone 11 when plugged in to the wall with the switch turned off and the sensation stops when I switch it on and vice versa ? Is my cable defective?

Obviously you should stop using this cable.

Have you tried with a different cable?
