Apple Pay “fraud suspected” message

I tried to set up Apple Pay to send money via text to a friend and I get the “fraud suspected” message with options to send anyway or don’t send. I’ve searched this discussion group and other places and this has been an issue for some time. Why is it not fixed if it is a bug? Where can I complain? I want to use this feature of Apple Pay. What’s going on with this?
