I. Two-Factor Authentication:
I assume you are referring to Two-Factor Authentication. Is that correct? If so, and you have a device associated to it, then use the code you get on that device, instead. Than, modify it at: https://appleid.apple.com/
If of no success..
II. Contact Apple Support:
You need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to you account information — and that is a good thing, BTW. So, contact Apple Support. They’ll see what’s going on and will run you through the fix.

Why the Wait:
Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

No, this is frustrating. I HAD to make a new account to actually get help!

the number isn’t active with that Apple ID that iPhone was stolen . I bought another iPhone and remember my ID and password but don’t have access to that number

Try Another Device:
Have any other devices associated to your Apple ID? If so, use that device, seeing if you get the login info needed.
