Carrier question
if I sent in an Apple iPhone locked by Verizon for repair, will Apple replace it with an unlocked carrier device?

No, they won't. They will send you the same configuration you sent them. They will never get between you and the carrier your phone is locked to. Never.
If you want your phone unlocked, you'll have to deal with Verizon to see if you qualify and what the requirements are. Apple won't help or get involved in that at all.
