I want to permanently delete an app from the App Library. There is no x to press to delete, there is only a - and then it goes in the App Library or Home Screen
I want to permanently delete an app from Home Screen AND the App Library.

Just FYI - Some of the Apple stock apps that come with your iPhone cannot be deleted. Two examples are the Phone app and Safari. All other apps can be completely deleted from your iPhone. Just wanted you to know this.
For your issue that you described in your post, You may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔Deleting Apps : Set this to ALLOW.
