Transfer files between iPhone and your computer:

(You may want to scroll to "Transfer files between iPhone and your Windows PC")

Hope this helps :)

jwbf ~ A custom shortcut run on your iPhone can find your notes and save them to either iCloud Drive or Dropbox. Then on your PC you can download the files from iCloud Drive or Dropbox.

But be careful not to save large amounts of notes at once, as the process may fail and then require some "clean-up". In the beginning, just test the finding of your notes without saving them – that will give you some confidence for how it works. Then you can add the saving action. You could also put the Find & Save actions within a Repeat action.
