activation lock problems

My sister is giving her apple watch series 3 to me but I can't use the watch because for some reason the activation lock is still there even when she removed it (It still has her email blurred on top). That's when she tried to connect it back to her phone to see if there's any problem. She was able to connect it easily. is there something we are missing?
