buying icloud storage

both my phone and laptop do not allow me to purchase more icloud storage due to an old payment method. i have already deleted and replaced this debit card on my wallet but when i try to purchase the storage, the phone and laptop both revert to the old card and do not allow me to update/ revise the card. help!
