It won’t let me set up Apple Cash , it keep saying make sure I’m connected to Internet.
The easy way to tell if the signal is the issue is to try with a stronger signal. Others suggest using a VPN can cause problems though I have used a VPN when logging into Apple and I have had no issues, but maybe Apple Pay is different.
I don't see any wifi on your phone and your cellular signal is weak.
