Since there is no way to save it as html which isn’t an image format at all, I can only guess that you have somehow set your Mac to open .png (or .jpg) in Safari (or your default browser).

Open the Desktop folder and select a screenshot.

Get Info (cmd-I).

Look at the Kind.

Look at the Open with application. If it is not Preview or your desired graphics app, change it and click “Change All…

It is so much easier in Big Sur. No need to recall a defaults command (though that still works, of course).

Just press Command-Shift-5 to open the Screenshots application, click the Options button and select from the menu.

Search Google for the utility app named TinkerTool. It’s free and, among other things, will allow you to set the file format for screen captures.

FWIW, the screen shot default is .png. You can change it to .jpg but it's not possible to take an html screen shot normally.

How are you taking screen shots?

Actually, the default format is .png, not HTML.

"Options" does not give you a choice between jpg & png.
