Touch any empty space on any Home Screen - avoiding App/folder icons and screen corners/edges. Swiping downwards will expose the Search dialogue.

As explained in the support document you posted on, while on any Home Screen, swipe down from the middle of the screen.

That is the equivalent of Spotlight on an iPad
