If I found an IPAD a long time ago and don't know the Apple ID or password to it. Can I get it reboot or be able to sign into it with a new Apple ID and password to use the IPad?
No. There is no workaround for the security features of Activation Lock.
Without the AppleID and passcode used to activate the Activation Lock,
the iPad is useless and will remain so.
