Can you tell us the exact message you're receiving? First, we'd recommend reviewing If an app asks to track your activity. This article will let you know some of the reasons why App Tracking Transparency may not be disabled.
In addition, you may also want to check to see if you may have restrictions enabled in your Settings app > Screen Time > Content & Privacy Restrictions. You can learn more about this from Use parental controls on your child's iPhone, iPad, and iPod touch.

Thanks for the additional information! Were you able to review the articles we provided last? The first one states:
"In some circumstances, the “Allow Apps to Request to Track” setting is disabled, including:
You may also double check your account information using this support article here: Manage and use your Apple ID
However, if everything seems to be in order with your account and you still don't have access, you'll want to get in touch with Apple Support next. They'll be able to look further into your Apple ID account and may be able to confirm what's going on. You may reach them directly from Get Support.

The exact message is “This settings cannot be changed because a profile is restricting it, or because your apple id is being managed, does not meet minimum age requirements or is missing age information.” And my account is definitely not being managed cause i set it up myself a couple of weeks ago.
Does this part, "under age 18 by birth year", mean that if I turn 18 in 2021, that I will still not be able to access it even if I have turned 18 in the year? Because as at the time of posting this, I have already turned 18.
If you are 18 years old, you should be able to enable to “Allow Apps to Request to Track”.
