From your post, and the article you came from, If your iPhone, iPad, or iPod touch won't turn on or is frozen, it appears you are having an issue with your iPad starting up correctly.


Assuming you have followed all the steps outlined there, including connecting it to a computer and going through the restore process, the next step would be to reach out to Apple Support. They can be found here: Official Apple Support
