IPAD SET UP

I HAVE A NEW IPAD THAT I AM TRYING TO SET UP. The screen says connect to Itunes but doesn't let me ggo further

That means it crashed, and needs to be connected to a computer running iTunes or Finder (Mac or PC) and be restored.
