Iphone Activation

I just tried updating my Iphone, while restarting, it says" Your Iphone could not be activated because the activation server cannot be reached" Can anyone please help?

iPhone 6, iOS 12

Be sure that your iPhone is connected to a wireless network with Internet access and not just to a cellular connection when updating. What exactly are you trying to update on this iPhone? ... an app or iOS? If the latter, it can only be updated to iOS 12.5.4.
