Wiped drive, deleted OS X, and cannot reinstall

Yeah, so, I bought this Macbook Pro off ebay. Guy didn't completely reset the computer so I did. Long story short, this is my first Macbook and I have no way of downloading El Capitan since it is no longer available. I cannot reinstall the OS X. I made a USB Bootable and it doesn't detect when I hold option/alt. I'm at a loss. I don't know what to do anymore.

I do not want to take it to Apple for the sole reason that I am broke now and do not want to pay for the repairs. So, yeah. I'm sure someone here has another option for me. Thanks.
