Check that you have a username and password for the outgoing (SMTP) settings as well as the incoming. Sending and receiving mail are two distinct, separate processes.

thanks for responding. I already had the mail switch turned on. any other ideas? the same thing happens on my apple MacBook Pro when I am away from home. I can only receive email. in order to send an email off the phone or laptop when I'm away, I have to use the awful webmail that spectrum cable offers. was hoping to find a more efficient work around. thanks for your help!
Please open Settings, tap Cellular, scroll down to the "CELLULAR DATA" section and make sure that Mail is selected (you want to make the switch green))
There is another setting you could check. Under Settings > Mail, is Cellular Data switched on?
thanks for responding so quickly!
unfortunately, I do have cellular data in Mail turned on.
👍
thank you so much! I reentered the password for the outgoing smtp and then shut off my wifi and sent a test email and it worked!!!!!!! excellent!
The reason it worked on Wi-Fi is you were on your ISP's network, so it didn’t require a password as it could verify you as an “internal” network user.
Many thanks for your helpful explanations!
