my iphone xr comes up with the trouble shooting page but when i try to reboot it or plug into a computer it just flashes the screen then goes between that and the apple logo like it is trying to reboot yet it still cant ive tried everything i know how to do personally but i still cant get it to turn on its still in nice condition and ive never broke it or had water damage so i need help please

so i dropped my phone in water about 4 foot of water and it worked for like 5 minutes the just got stuck in a reboot and i put it in rice and it was only in the water for like 5 seconds so i was wondering if it can fix if i do something or have to go somewhere but i dont know if it will work again
