Location Services on iPad mini 4 not working.

My location services isn’t working properly on my iPad mini 4 device. I have no antivirus or VPN installed. This is an issue for me as I bought it second hand to use for my drone. Once I hard reset the device it will work some times, but most of the time it doesn’t work at all. Can Apple please fix this issue, see it is a common problem with their devices. Maybe release an update that fixes this issue?

Tried everything on the internet for this issue, with no luck. Surely a company like Apple should have fixed this issue already?
