Wow. I’ve been experiencing the identical issue since last week. I’ve been on calls with Comcast since then. I was lucky to get representatives who really tried to troubleshoot but no success.
I followed the suggestion and disabled my Norton 360 VPN and voila. I was able to reset my email. Thank you so much. 🙏🏼

You will need to make sure your EMail settings are correct. You can check with Comcast to get the correct settings.
If you go into Settings>Mail>Accounts>Comcast, then on the next page, just above the account, what is listed there, POP or IMAP? If you tap on the account, on the next page, host name imap.comcast.net? If you tap on Advanced>Incoming Settings, are you seeing Use SSL turned on; Authentication Password; IMAP Path Prefix /; Server Port 993? I won't discuss the SMTP settings since you can send.
Does this only happen when you are outside the home, or does it also happen at home and you are connected to your Comcast internet?
I would suggest deleting one of the accounts and then add it back in, but that’s a bit of a pain now since Comcast requires that you allow third party apps to access your email.

Okay, does it say POP on your wife's? What is it saying in the incoming server?
Did you try deleting the two accounts from your iPhone and then power the iPhone off, then back on, then add them back to the iPhone as Demo suggested?
There has been some things I read regarding changes in security with Comcast. You may wish to look around the Comcast/Xfinity site to see if you can locate anything about mail on the iPhone. Otherwise, like frazzm737 said, you may need to contact them to get it resolved. Good luck.
You never said if this only happens when you are home on your Xfinity wi-fi or outside on cellular or other wi-fi as well.
"Fixed” the problem with Comcast email on iPhone not refreshing or inability to add a Comcast email. While casting around, found a slightly different issue that mentioned VPN.
What I found is in the General Settings, then VPN that there was listed a Norton Mobile Security and a Norton 360. I had to turn off the Norton 360 via the info icon. I could then add my two Comcast email accounts back in and they would update. I tried just turning off the Norton Security (with Norton 360 On), but then I couldn’t add a Comcast account, nor refresh the Comcast email.
I know that you said you checked the settings, but are you sure that your password is entered in the incoming mail server setting? Are you getting any error message at all?
Sometimes I get that same cryptic error message with my Comcast email stating that the server can’t be found. Usually, I just quit the mail app, come back later and then it works.
When you open Mail and try to get mail, what are you seeing on the screen? My Comcast mail is working just fine like others have stated, so it is something with your device. If you are able to send mail, then the issue has to do with your SMTP server settings. We can check those if you wish.
I’ve checked all the settings. I have two different Comcast address and neither receives messages on my iPhone (these have been working for years on my iPhone). I can log onto Comcast email via The internet and view my messages. I can also send emails from my iPhone using either email account.
I downloaded the Outlook app - tried to create the emails in that app - and it says that Comcast server is not available.
This is strange. My Comcast EMail account works fine. Perhaps Comcast in your area is having a problem. I'd like to suggest that you call them, but I know that a call to Comcast is to be avoided at all costs. In this situation, I don't think a call can be avoided.
Now, when checking for mail, the often the mail app states that it is checking for mail continuously. At times, it says Account Error. When I click on the info link, it states that it cannot get mail and user name or password is incorrect. I’ve checked them several times, re-entered them with the same outcome. Updated incoming and outgoing user name and password.
I’ve also compared all of the settings against my wife’s phone (which is receiving Comcast mail ok) - with the only differences being username and password.
Wife is not around till later. I’ll check hers, and if it’s imap, then I’ll delete an account and reinstall it. I’ve tried to install the Comcast accounts without deleting - just says that Comcast server is not available or not responding.
It will be tomorrow I try the next steps
I checked my wife’s iPhone which works ok with Comcast - it is a Pop email.
I deleted both Comcast email accounts on my iPhone. Then did a reset. Tried to add back in one Comcast email account, it fails with message “Comcast is currently unavailable”. I checked through a web browser and could log onto my Comcast email.
Thanks - my head is starting to hurt from beating it against the wall.
I’ve tried fetching email, setting it up all on different WiFi servers at two different locations (both internet providers are Mediacom) and also via Verizon cell service. Good news, they all fail the same way.
