itunes is showing videos on my iphone 11 pro maxx but I can't find them on my iphone 11 pro max

That is not Apple TV. That is just the app that one uses to view video. I don't have a subscription for Apple TV either, but I can watch all of the videos I've recorded, as well as the movies I've purchased via iTunes. Just don't click on anything to start an Apple TV subscription. Click on Library at the bottom of the screen, then Movies, and you should be able to choose your videos.
