How to Reset an iCloud subscription after I'm reissued a debit card with the same Card number

I'm facing in payment methods from my iCloud subscription of 75 GB per month. I was recently issued a new debit card with the same Number as the old one expired. Now I can't subscribe to the iCloud subscription I had before and my device says the payment method failed and that the subscription is cancelled. I also can't remove and last payment card cause my mobile says There's an active subscription and that the card cant be removed. So, I'm stuck between getting a subscription and not able to remove the existing card. I've also contacted my bank and have activated e-commerce banking. Someone who has an idea to solve this pls help and I also post a request to Apple regarding this issue cause it was so much frustrating when I was jus stuck and couldn't add or remove any bank card
