The iPad Mini 2 will only run iOS 12.5.4 as the latest iOS. The iPad Pro will run a newer iOS than that, and you cannot restore a backup from a newer iOS device to a device with a lower iOS. Can't happen.

There is no way to restore a single app from a backup even without the system level mismatch.
