I understand you'd like to zero your iTunes balance, which is required in order to change your country/region. You can follow one of the following options, please note the first option is the quickest option:
- Purchase an app/song of equal or greater value to your credit. This is the easiest and quickest option
- Contact iTunes Support and ask them to zero it.
