Can’t activate messages

I’ve reset 5 times but still can’t activate messages. Unable to verify. It just hangs

Do you have an International SMS plan properly provision by your carrier?

Apple use the SMS to authenticate you on their server.

Read here also => If you get an error when trying to activate iMessage or FaceTime - Apple Support
