Use any internet browser and log into www.icloud.com/find

Please see the page linked to at the top of this page. However if you are able to locate the phone (whichi you won't be able to do if it isoff, wiped, or unable to connect to a network) you should definitely not attempt to recover it yourself - that could be very dangerous. Inform the police.
