Her phone keeps on sending emergency sos to her contacts and it won’t shut off. We have tired to reset the phone and turn it off and turn off the emergency sos but it keeps on sending notifications and calling 911.

Short of that. Power down the phone and take it to an Apple Store or Authorized Service Center
