Permanently disable photo delay timer
I’ve done everything suggested by Apple to turn this off, including preserving settings, yet it continues.

This is your Night mode icon shown here: Use Night mode on your iPhone - Apple Support
It can not be turned off, but you can adjust the time it takes: "Night mode automatically turns on when the camera detects a low-light environment."
