Weird Symbols when using command shortcuts

So, I typically use a bluetooth keyboard. I've had previous problems with my keyboard leading me to exchange it for a new one, but one of those same problems happened again. When I try using a shortcut using command, such as cmd+q, or cmd+t, it will make symbols like œ or † which is quite weird. Im not sure if this is the right place to ask a question since it does involve a third party bluetooth keyboard, and I'm not talking about the built in keyboard.

Command & Option is switched. Any way I can swap them? Before today, the keyboard would work perfectly fine with command being command and option being option.

Go to system preferences > keyboard > keyboard > modifier keys and see if that is set correctly.
