Weird Symbols when using command shortcuts

So, I typically use a bluetooth keyboard. I've had previous problems with my keyboard leading me to exchange it for a new one, but one of those same problems happened again. When I try using a shortcut using command, such as cmd+q, or cmd+t, it will make symbols like œ or † which is quite weird. Im not sure if this is the right place to ask a question since it does involve a third party bluetooth keyboard, and I'm not talking about the built in keyboard.

The second alternative is common on non-Apple keyboards. All the alphabetics and numerics are fine, but the maker swapped around some of the modifier keys. You can use Keyboard viewer to see what is really going on:
