error 4013 on ipad 7th generation

Same issue as many others on here but apple have just ignored, roblox and youtube used childs ipad 7th gen, today crashed to apple logo, flashing, trying to restart but stuck at apple icon. When trying to upgrade/restore on itunes get error 4013. Apple support did usual follow instructions, but still not fixed, out of warranty and looks like Roblox is the cause. Suggesting taking into store and paying....

Anyone get a fix?
