Can I buy a MacBook Air MagSafe 2 charger and return it if the problem lies with the MacBook?

You can if you return within the return period Apple requires in your local area.

Better idea would be to go to the Apple Store or an Authorized Service Center and try out their chargers on your MacBook Air.
