If the iCloud email isn't listed under Reachable At when you log into your Apple ID account, you have created a new iCloud email address which is a separate Apple ID. Your can't use the email address from one Apple ID account as the email address of a different Apple ID.

I also have this question, and the email I am trying to shift to IS listed under my "Reachable At" list. See attached screenshot.
